  1. The details of stolen objects should be entered onto a stolen property database and searched for among the details of stock held by auctioneers and dealers.

  2. Develop a system of exchange for information on the theft and smuggling of objects of cultural heritage.

  3. The UK's laws on the control and prevention of art theft should be reviewed and a deterrent created against those involved in such criminal activity.

  4. The UNESCO and UNIDROIT Conventions should be reviewed and incorporated into UK law. This would create an inernationally accepted standard on the return of stolen cultural property and on the compensation of those unknowingly purchasing stolen goods.

  5. The Codes of Due Diligence should be adhered to within the lawful arts trade.

  6. Registration of dealers should be considered and the requirements for documentation should be strengthened.
