  1. "Constitutional and political checks." Are both found within the British and American political systems?
  2. "Administrative oversight." How is this accomplished in Parliament and Congress?
  3. "Collective responsibility." Does this British constitutional concept have any relevance to American central administration?
  4. "Judicial policy-making." Is this confined to the United States or can it also occur in Britain?
