UNIX 98 utilities missing in POSIX-2 (as per Open Group's web)

Here is an overview of what POSIX 98 utilities are missing in
POSIX standards, according to the Open Group's web.

mandatory: banner cal calender chroot compress cpio fuser gencat
getconf getopts hash iconv ipcrm ipcs link nl red sdb tee tsort
type ulimit uncompress unlink uucp uustat uux wall zcat

Development: admin cflow cxref delta get m4 prs rmdel sact sccs
unget val what

Legacy: cancel col cu dircmp line lint lpstat mail pack pcat pg spell
sum unpack uulog uuname uupick

A number of these are being proposed by DS to be included already
in POSIX standards, including the source control and compression
commands. This will include: delta sccs get rmdel unget compress
uncompress zcat. Also iconv and type is covered by POSIX documents
in development.

The rest seems to be reasonable to undertake for standardization too.
There may be problems in the legacy section, whether they are needed,
and some system administration tools may also not be eglible.
