JTC1/SC22/WG15 N630 Date: 1996-03-08 Title: Danish comments to the WG15/PASC syncronization plan Source: Danish Standards Distribution: WG15 Here are the specific Danish comments to the WG15/PASC syncronization plan. We refer to our earlier documents for further information. > 1.2. Mature draft documents will also be distributed for review and comment within WG15, and prior to a request for CD registration, the US national body will have a draft distributed to SC22 for review and comment. Change to: Technical mature drafts are sent to the ISO process for CD stage balloting. > 2.2.6 Early working draft distribution (1.1) This should be changed to a CD stage registration ballot. The rules outlined there is very close to what is intended with a CD stage registration ballot in ISO. Some text: "when a document is mature enough to go to the first ballot in PASC, it should be sent for CD registration ballot in SC22, after acceptance in WG15 for CD registration." > 3. Synchronization of balloting periods > The PASC Chair (chair of PASC-SEC) has the authority to delay steps in the IEEE balloting process. This is being used to force synchronization with ISO approval as follows: 3.1. For new documents and revisions (CD-DIS-IS path): 3.1.1 The IEEE balloting period is started when the document is ready for broad comment; at this time this draft document will be forwarded to SC22 for review and comment.

Change to: 3.1.1 The IEEE balloting period is started when the document is ready for broad comment; at this time this draft document will be forwarded to WG15 for acceptance for CD registration ballot. > 3.1.2. The U.S. will recommend, to WG15, for registration as CD, a document draft which includes revisions resulting from a draft circulated for IEEE balloting.

Change to: 3.1.2 The U.S. will recommend, to WG15, for CD stage ballot, a document draft which includes revisions resulting from a draft circulated for IEEE balloting and CD registration stage ballot. > 3.1.3. The international comments on the CD are fed into the IEEE balloting process; and IEEE recommendations for changes are fed into the CD process as comments from the US national body. Change to: The IEEE comments and IEEE recommendations for changes are fed into the ISO CD process as comments from the US national body. Add a new paragraph: IEEE will inform WG15 of further ballots and drafts available, and WG15 may chose to send such a draft to CD stage ballot. CD stage disposition of comments are done by WG15 as for the first CD stage ballot, with IEEE comments on the draft and IEEE recommendations for changes fed into the ISO CD process as comments from the US national body. > 3.1.4. The IEEE final approval is delayed until a disposition of comments satisfactory to WG15 can be developed that will permit an updated draft to be registered as a DIS. Once WG15 has made this agreement the same document is forwarded for IEEE approval. (This assumes that IEEE will reach 75% before WG15 has completed its part... which might not always be the case.) Change to: 3.1.4. A draft is put to DIS ballot in JTC1 when it has reached a technical and editorial stable stage, and the ISO CD ballot comments have been addressed adequately via a disposition of comments document. This is anticipated to happen well before IEEE reaches a 75 % level of acceptance. IEEE may produce further drafts for ballot to obtain the required 75 % acceptance, and the WG15 convener will uphold the publication of the IS till both a 75 % acceptance level is reached in IEEE and the document conforms to an acceptable disposition of comments from WG15. > 3.1.5. Approval of the DIS and the IEEE work in ANSI will run in parallel. If substantive feedback is received in the DIS ballot, and WG15 proposes substantive changes to the document, a PAR in IEEE will be initiated by the U.S. member body to revise the IEEE document to correspond with the ISO document changes. This is superceded by 3.1.4 end of document.
