Review synchronization plan and recomend changes to 1996 SC22 meeting in light of new JTC1 balloting proceedures. 2. Request authorization from SC22 to fasttrack the Ada Real Time Extensions if this is the expected path. [suspend the 5 stage process] 3. SC22 has proposed moving to email and FTP distribution of documents as the prefered proceedure to begin later this year. This policy is to be consistent with the JTC1 Electronic Document Distribution process, and would be applicable to WGs as well. [Note, PASC is discussing the use of electronic mechanisms to accomplish their balloting, and this would lead to online copies of drafts.] 4. WG15 is tasked to review TC304's proposed work related to POSIX (TC304/PT01, SC22 N1961) specifically items C/332 (support for Locale registry in POSIX operating system), L/1312 (update POSIX to cover more cultural conventions), and L/31 (update POSIX to include locale default rules) 5. We are to report an individual as the designated person for maintaining the WG15 web pages to SC22. 6. WG15 should withdraw amendment projects where the documents are complete, when these are incorporated into the main document (ie. there is no longer a separate document to track). This affects 9945-2Amd1, and amendments 1 & 2 for 9945-1 (after the combined publication). 7. SC22 has forwarded the NP for profile work to JTC1, once this is approved, WG15 should request a consultitive letter ballot for a division of this work item for those profiles that WG15 wishes to forward for ISP approval in the short term. (1003.18, 1003.10, ...) Information from SC22 meeting: New DIS proceedures: (See SC22 N1938) expected to apply to all DIS registrations after 4/96 1. No substantive changes (even moderately editorial) at the DIS level (sent back for another CD) 2. Must declare "final CD" circulation; which might be the first CD (or even concurrent reg/CD) 3. Might affect the Synchronization plan Amendments to POSIX documents The JTC1 Directives (14.5.3) state: "each amendment shall list the status of all amendments and technical corregendia to the current edition of the standard.". WG15 needs to make sure as we bring forward additional amendments to our documents that we include this information. The Fortran group is bringing forward "future capabilities" as type 2 technical reports, with a "committment" to implementors to incorporate these into Fortran 2000 if there are implementations, and these have not uncovered problems with these technical report specifications. One of the proposed topics for such a technical report is "interfacing to C language services". This particular project would provide a standardized interface from Fortran to POSIX (as well as any number of other APIs defined with c interfaces.) An "on-web" document register is availible for documents of JTC1, and a number of other groups. This is at: http://www.dkuug.dk/DS/S142/stdcom. SC22 is forwarding a request to ITTF to be permitted to include paragraph numbers in our standards as an exception to the current ISO format limitations on this. We may want to include these in our next generation documents. WG15 did a review of the recent JTC1 documents on both quality and electronic submission, and had concerns with both. Related to quality: The main concern here was a lack of clarity about the use of margins for secondary information such as change bars, and footnotes. (or does the page need to shrink further to accomodate these?) --- Our assumption is that the main text boundries should be as designated and additional materials (titles, page #'s, dates, change bars, etc) would go in the defined margin areas. A second issue raised in the context of quality comes from France. The WG15 French delegation was quite upset with the translation of the title for 9945-2 into French, and apparently was unable to get a better title applied. As a result, AFNOR is including a recommended French Title with each ballot they submit. WG15 would encourage ITTF to follow the recomendations from France, or discuss any changes with AFNOR to help get the most appropriate titles on the documents. These are the issues that WG15 asked me to raise. We also discussed electonic format, and our concerns will be brought through the SC22 Chair (Bob Follett) to the JTC1 SC chair forum. In general the concerns have two characteristics: - JTC1 is selecting non-standard operating system environments and tools for this use (painful since WG15 is focused on standardizing this enviornment) - JTC1 is selecting non-standard formats for data, and there is a strong preference for going with SGML in WG15, which is the ISO standard. A point made at WG15 is that HTML, which is the format used for World Wide Web (and used by ISO in it's web pages, etc) is in very broad use, there are many tools available to build and display HTML documents, and it is very SGML compatible (if not a proper SGML DDT). In short we are trying out conversion to HTML (which is acceptable to Word for Windows V6.2 with the addition of the Internet Assistant -- so it actually meets the JTC1 guidlines) to see if it does the job. This particular approach will provide both a path to SGML, and also a path to online access and distribuiton, at least of draft documents prior to IS approval. We just approved DAM1 for 9945-1, and we wanted to know how the document would be titled if it is merged with 9945-1. (Which WG15 strongly advocates). WG15 has a resolution that adovcates the publication of a single merged document that contains 9945-1:1990, the DAM1, and a technical corregendia that should start balloting though SC22 very soon. (we hope it can close by our Oct meeting date). Also, I noticed that DAM2 for 9945-1 will close balloting in September, and have confirmed with WG15 via email, that folks would like a single document that contains both amendments, the technical corregenda, and the base 9945-1 text. The naming is of concern since there are already products (and even conformance testing labs with nationally recoginzed certificates) for 9945-1 (where some folks are failing to include the year, sigh); and products that conform to 9945-1 will have very minor (but detectable) failures to conform to 9945-1:1995. It will be important for the reader to know that the amended document has changed from the 1990 version, and sufficent clarity to be able to distinguish between them. (inclusion of the year, and "including Amendments for ...." are the types of things that should make these distinctions clear. Mostly WG15 is interested in feedback on how ITTF expects to have these titled. 2) In addition to the translation of titles into French, WG15 was concerned about translation into Russian. I assume that the Russian National Body has responsibility for this, reducing the type of concern that was raised by AFNOR for French. 3) WG15 is interested in getting visibility for our work in the ISO bulletin. Could you inform me of how this might be done. [Also, I would note that the ISO web pages that do a good job of describing the structure of the ISO work, could point to the web pages being maintained by SC's and WG's for more detailed information. We will not be able to provide "formal" feedback on any documents by WG15 until that time.
