SC22/WG15 N510 4 Oct 1994 From: Paul Rabin Subject: SC22 resolutions relating to WG15 Jim, You should have received a copy of the 1994 SC22 Resolutions in John Hill's HoD report. Here is the status of the resolutions that you requested for WG15: R1: NP for Guide for POSIX National Profiles and National Locales This resolution was withdrawn after much discussion. Netherlands said that they agreed in principle with the NP, but certain issues needed to be resolved before they could support it: 1) The name "National Profile" is not good. 2) National Profiles cannot become ISP's because they normatively reference national standards. 3) The content of the proposed Guide overlaps with TR 10000-3. The UK said that National Locales should be handled by WG20. Instead, Resolution B was passed, instructing WG15 to submit a revised NP to SC22 for consultative letter ballot. National Bodies were requested to submit comments to WG15 prior to the October meeting so that they could be incorporated. R2: Division of work item for NP 14515 This was included in SC22 Resolution A. R3: CD Registration of POSIX Test Methods This was withdrawn after no record could be found that IEEE Std 2003.1 had been distributed to SC22. Since the 1993 SC22 Plenary has already approved concurrent CD Registration ballot and CD ballot, it was suggested that no time need be lost if the document is now forwarded to the SC22 Secretariat for balloting. I had an informal question from the head of the French delegation asking if National Body comments had already been incorporated in IEEE Std 2003.1. R4: Division of work item for 22.21 Batch components This was included in SC22 Resolution A. R5: Expand the scope of WG15 to include ISP's There was no opposition to this, but it was felt that the first step was to clarify the procedures to be used for developing ISP's in SC22 and its working groups. Willem Wakker drafted a description of proposed procedures (assigned the temporary document number DH-8). SC22 Resolution X requested the SC22 chair to investigate this further. Particular questions that need to be answered are: 1) Is an NP required for each ISP? 2) How should requests to modify the ISP taxonomy be handled? R6: SC22/CEN TC304 common membership invitation Resolution C made this invitation for both WG15 and WG20. There was discussion about whether the "Vienna Agreement" allowed for two CEN TC304 representatives for each SC22 WG, or two for all of SC22. The language seems to imply the latter, even though this might be restrictive. It was agreed that in this particular case, this should not be a problem. R7: WG15 Project Editor This is included in SC22 Resolution D. R8: WG15 Liaison to WG14 This was withdrawn after the SC22 chair stated that Liaisons between SC22 WG's do not need to be approved by SC22. R9: WG15 Convener This is included in SC22 Resolution E1. R10: Thanks to Hal Jespersen This was already taken care of in the 1993 SC22 Resolutions. A couple of other 1994 SC22 Resolutions include specific references to WG15 projects: Resolution S recommends to JTC1 that ISO/IEC 9945-1:1990 be revised. The original US position was that it be "confirmed". The SC22 chair and secretariat both stated that "revised" was the correct recommendation, given WG15's intent to develop further amendments and revisions, and that this would not be restrictive. Resolution T authorizes an additional year for CD registration for the following projects that have exceeded the 3-year WD-to-CD limit: 22.21.01.01 POSIX system interface (LIS) 22.21.01.03.01 Transparent file access 22.21.01.03.03 Protocol independent interface 22.21.01.03.04 Directory services A couple of 1994 SC22 Resolutions affect all SC22 WG conveners: Resolution G instructs the SC22 Secretariat to notify WG conveners of the publication of each standard (developed by the WG). Resolution V notes the approval of the SC22 policies on cross- language issues.
