 N4763 is the current mailing list used by IEEE PASC to distribute IEEE drafts and SEC minutes to the WG15 HoDs.  This list does not contain all HoDs as identified in SD-6, just the ones who responded to the positive ping after the 9305 WG15 meeting.  Action item 9405-01 on Barry Needham to perform another positive address confirmation on the HoDs and update the PASC mailing list as appropriate.

9310-05 Japan and Canada:  Review and comment on areas of mutual interest between WG15 and SC21 contained in WG15 N324 (SC22 N1178). Forward comments to both SC21 and SC22/WG15 (open action items 9210-27, 9305-11).

9310-06 RGSEC Lead Rapporteur: Identify and carry through an appropriate response to WG15 N144 (open action items 9210-31, 9305-13).

9310-07 SGFS Liaison:  Forward document WG15 N297 (IEEE 1003.0 Draft 15) and document WG15 N164 (IEEE 1003.18 Draft 3) to SGFS (resolution 209, open action items 9210-48, 9305-19).

9310-08 SC21/WG1 and SC27 Liaison:  Forward the WG15 document N297 (IEEE 1003.0 Draft 15) submitted by the United States for review and comment to both SC21/WG1 and SC27.  Input should be requested within the time period allowed to members of the balloting group for IEEE 1003.6.  The Liaison to SC21/WG1 and SC27 are to forward the responses from SC21/WG1 and SC27 to the IEEE 1003.6 ballot resolution group in a timely manner (resolution 217, open action items 9210-58, 9305-22).

9310-09 Project editor:  In consultation with the United States, to report back at the next WG15 meeting on the feasibility of merging the real time extensions into 9945-1LIS before 9945-1LIS becomes an international standard taking into account the provisions that this should be done without adversely affecting the progress of the existing C-language versions of IEEE 1003.4 (Real-time extensions) and IEEE 1003.4a (Threads) (resolution 219, open action items 9210-62, 9305-23).

9310-10 United States:

  1. Consider the LIS and language-binding interface changes necessary to handle character-oriented features as a symbol and not storage patterns for a future revision of 9945-1.

9310-18 United States: To provide a plan for incorporating into 9945-1 the additional rational regarding the use of the terms byte and character as referenced in WG15 N349 (open action item 9305-40).

 2) Status, Liaison and Action Item Reports.

 2.1) Issues List (Vice Chair).

Resolved issues should be maintained as history, but open issues should be tracked separately.  Action item 9405-31 on the Vice Chair to split list.

  2.   US believes that this should be closed.  Denmark believes that full agreement is required between SGFS and WG15 before that can happen. Vice Chair will bring this subject up during RIN report.

 2.2) JTC1 Actions Affecting Group (Convenor).

Reference: SC22 N1566, JTC1 N2890
CEN should be invited to participate in WG15, especially with respect to TC 304.  The Vienna agreement allows this but it requires SC22 to approve the invitation.  Denmark to provide draft resolution to drafting committee.  Action item 9405-33 on the Convenor to forward resolution to SC22 for action.

 2.3) SC22 Action, Convenor report (Convenor).

Reference: SC22 N1556
SC22 has no national body willing to be Secretariat at this time.  Canada will step down in Jan/95.  National bodies are urged to consider this problem.  JTC1 might split up SC22 among several secretariats.

 2.4) Report on IEEE PASC Standards Projects (United States).

Reference: WG15 SD-11.
Points of interest on SD-11.  There are several draft standards in ballot or about to be balloted in the IEEE.

This version has the new numbering with a cross reference to the old numbering.

Action item 9405-34 on Project Editor to provide a pictorial view of how standards are managed and combined for WG15 mailing prior to the Oct/94 meeting.

As future test methods are developed (2003 series), the test method numbering will correspond to the base document number.

 2.5) Liaison Reports.

 2.5.1) WG9Ada RRG action/status (Ted Baker).

Reference: N485, WG15 N459 SC22 N1501, N1502 (Note: Available for reference at the meeting)
There are some conflicts within the Ada development bodies.  This is being resolved within these bodies. Action item 9405-35 on the United States to report on the status of issues raised in N459 at the Oct/94 meeting.

 2.5.2) WG11Cross Language (Paul Rabin).

The NP ballot on a type 3 technical report has completed and the NP was approved.  The project has been assigned to WG11.
If there were to be LIS work done for POSIX it could be done in accordance with these guidelines.

 2.5.2.1) Cross language questionnaire report and ballot summary for review.

SC22 will be running a ballot on the recommendations resulting from this questionnaire in the immediate future.  This item should be retained for the Oct/94 meeting.

 2.5.3) WG13Modula 2 bindings (Keith Hopper).

Reference: WG15 .316, N477, N457
The US believes that the material referenced in WG15 .316 is outside the scope of WG15.  Paul Rabin drafted a proposed reply (N477) to the liaison statement from WG13 (N457).  The US recommends that N477 be sent to WG13 as a reply to the liaison statement.  Resolution referred to the drafting committee; draft to be prepared by Roger Martin.  Action Item 9405-36 on the Convenor to forward the liaison statement to WG13.

 2.5.4) WG20I18n (Keld Simonsen).

Reference: N466
N466 is a liaison statement from WG20 to WG15 it was approved by WG20 four weeks ago.  Discussion deferred until Mr. Keld Simonsen returns to the meeting.  This liaison refers to a WG20 policy with respect to developing a cultural convention specification standard.  WG20 would like the relevant portions of 9945 to be replaced with this standard after it is approved.  WG20 requests a close working relationship with WG15 to this end.

RIN has deferred developing a position on this pending guidance from WG15.
This is consistent with previous agreements between WG15 and WG20.

Questions: What exactly is meant by relevant?  Who decides?  Does a cultural convention include a national profile?

Action item 9405-37 on RIN to review this issue and report back to the Oct/94 WG15 meeting with recommendations with respect to what the WG15 position should be and a proposed liaison statement if required.

 2.5.5) WG21C++ (Nobuo Saito).

No written report available.  A working draft from WG21 is expected by the end of this year.  Some type of character template and locale support is expected to be included in the draft.  No action are required or liaison issues identified at this time.

 2.5.6) SGFS Special working Group on Functional Standards  (Andrew Walker).

Reference: WG15 N448, N449, N451, N456.
 TR10000-3 issues, how to map POSIX PIIs into TR10000-3.  The current SGFS plans call for the following organization:
     TR 10000-1     Profiles
     TR 10000-2     OSI Profiles
     TR 10000-3     OSE Profiles
 Unresolved issues have been delaying development of these reports. The 10000-2 and 10000-3 reports should be issued at the same time and they are due in 4 weeks. The main issue is:  What should OSE profiles include? The starting point is 1003.0.  Many national bodies commented on this and things like the XA interface are a question.  The current proposal is to take the architecture out of the TRs and follow the POSIX guide.  Could  the API be generalized so as not to exclude the XA?  The 3  regional working groups have settled on the POSIX guide.

 TT19 is an example of what the TRs would look like if this position were accepted.  Is this an adequate extension of the scope? EWOS has proposed some new definitions of API to extended the concept beyond the POSIX guide. SGFS would like to understand: what sorts of things WG15 would like to profile in the future?

 This issues was discussed in some depth during the April/94 POSIX meeting. An example:  Some applications require their own device drivers that need to be ported from system to system along with the application; this concept is supported by DDI/DKI within UNIX.  Therefore a driver/kernel interface (a PII) has an obvious impact on application portability.  Where does the application end?

 The interfaces for shared memory, pipes, semaphores are all examples of application to application interfaces.  XA could be considered as a higher level example of this.  Perhaps we need to be more explicit about the environment supporting application to application interfaces. Resolution and liaison statement to SGFS proposed to broaden the definition of what an API is, the resolution should include some of the examples included above. UK will provide initial input to drafting committee, to be reviewed Thursday morning.

 If this issue could be resolved the next major technical issue for 10000-1 and 10000-3 is conformance and the different views of conformance between OSI and POSIX.  Could WG15 review this issue in the near future?  The issue is under review at both WG15 and PASC; ISO Guide 25 has similar issues.  These are addressed to some extent in N480.

 The Convenor needs to respond to SGFS 1081 (AKA: WG15 N448) in our request expand the scope of WG15 ISPs in SC22.  Response to be reviewed with general liaison statement to SGFS.

 2.5.7) SC21/WG4 OSI software management (Martin Kirk).

 No liaison activities have taken place.  A document is incoming to WG15 and this is expected to get more active.  PASC is coordinating 1387.2 directly with WG4.

 2.5.8) SC27 Security (Person TBD)

 Action item 9405-38 on Convenor to issue a request for person to act as WG15 liaison to SC27.

 2.5.9) SC21 OSI

Reference: WG15 N447.
SC22 has received a liaison statement from SC21 which has been forwarded to WG15.  The United States proposes not including this item on future agendas unless there is a current liaison statement with an issue to be resolved.

 2.5.10) PCTE (Dave Cannon)

PCTE is completing the fast track through ISO. The DIS ballot closed and passed with comments.  The SC22 ballot resolution meeting is scheduled for 6-8/Jul/94 in Geneva.

 2.5.11) WG14C language (Keld Simonsen)

No written report available.  A PDAM for multi-byte character support and 10646 support is out. The group is about to revise the standard.

 2.5.12) WG5 Fortran

The United States proposes not including this item on future agendas unless there is a current liaison statement with an issue to be discussed.

2.5.13) CEN (Keld Simonsen).

This is a working relation report, not a liaison report.  This was discussed in some depth in RIN, more information in the RIN report.

 2.6) Editor Report.

No document status report available at this time.  Should this be a report on the IEEE documents at ISO.
13210 Editing meeting for the disposition of comments scheduled for the week of 19/Sep Document formatting is moving from troff to SGML.  1003.1e will be moved to HGML as a prototype project.
IEEE is working on the distribution of draft documents electronically via non-anonymous FTP.  This process will probably not apply to approved IEEE standards. A CD distribution might be available in the future. Note:  ISO drafts might be available publicly in electronic format.
Japanese National Body is translating the 9945-2 standard for the JIS standard.  Japan would like the English language troff format available in an electronic format for this effort.
Action Item 9405-39 on the project editor to request IEEE to make this available.

Denmark points out that there is no official WG15 position on how to handle defect reports.  The response time and technical content of our current method is inadequate.  This is related to the synchronization plan discussion.  There are likely to be a large number of defect reports in the near future.

There is very little member body participation in RGSEC, therefore RGSEC believes that their work is complete and any additional security work would be best carried out as a liaison function.

RIN resolution J090594-1:  Should ISO use the CEN registry for POSIX national profiles, locales and charmaps.  Canada and the United States feel that the mechanisms of how this registry would work are not well defined.  How would items be inserted into this registry?  How would they be maintained?  This information is covered in N444.  Action item 9405-42 on the member bodies to determine the feasibility of working with CEN for this registry by the Oct/94 meeting.  No further action planed on this resolution until the completion of this action item.

Due to the time requirements of the coming CEN meeting a resolution was forwarded to the drafting expressing our general interest in this registry but withholding commitment to use it pending member body response.  RIN resolution J090594-2:  Posted to agenda item 4.5.1, reference N491 RIN resolution J090594-3:  This should be part of the overall SGFS liaison report.   SGFS has observed that a national standard is often viewed as a local appendix to a international standard.  The primary value to the national profile is not to the originating country but to every other that wants to communicate with the originating country. Note that a national profile does not necessarily mean the same thing as a national standard. N470 or the N470 section of the SGFS liaison statement should be reworded to ask SGFS questions directly rather than suggesting a resolution requisition SGFS to review N470.

Part 1 Resolution on inclusion of APIs within TR10000-3.  The definition of exactly what an API is seems to be the crux of the issue.  Should a ISP be limited to approved standards? Many profile developers want to use X/Open specifications that are not yet (or may never be) standards.  WG15 could suggest that a broader definition of API is required and let SGFS determine what the exact wording is.  There is significant doubt that sufficient expertise exists within SGFS or EWOS to provide this expanded definition.  Should there be an action item on National Bodies to provide detailed examples of what a nexpanded API definition for SGFS should be?  POSIX has far more expertise in this area than SGFS.

Part 2 Resolution on harmonization of POSIX national profiles within TR10000.  WG15 has concerns about national and regional standards being used within ISPs.  Forward N470 to SGFS with a request for clarification on how a POSIX national profile can be accepted as a ISP under TR10000.
Action item 9405-45 on the SGFS Liaison to forward the liaison statement incorporating the above two resolutions to SGFS.

 Whereas RIN recognises that such a registry, currently being established by CEN, should be available to all National Bodies,

 Therefore WG15 instructs its CEN working relation to send WG15 N495 to CEN/TC304 as its liaison statement in order to inform CEN of WG15's interest in the CEN registry, and WG15 further requests member bodies to investigate this issue and to be prepared to discuss it at the next WG15 meeting (in October 1994).
 
 

RESOLUTION 94-268    Approval of Terms of Reference of RIN

 Whereas ISO/IEC JTC1/SC22/WG15 action item 9305-38 has instructed its lead Rapporteurs to review the Terms of Reference of their rapporteur groups and report back to WG15,

 Therefore WG15 approves N491 as RIN's Terms of Reference, Program of Work and Plans and Deliverables, as a replacement for WG15 N280.
 
 

RESOLUTION 94-269    Liaison Statement to JTC1/SGFS on the Harmonisation of POSIX National Profiles and OSE Profile ISPs

 Whereas ISO/IEC JTC1/SC22/WG15 member bodies are developing POSIX National Profiles (as described in ISO/IEC 9945-1:1990 annex E, ISO/IEC 9945-2:1993 annex G and WG15 N461), and

 Whereas ISO/IEC JTC1/SC22/WG15 is concerned that requirements for POSIX National Profiles may preclude them from becoming ISPs, and

 Whereas it is important that POSIX National Profiles have ISP status in order that they be accessible to all interested parties worldwide, including member bodies,

 Therefore WG15 instructs its SGFS liaison to forward WG15 N470 to SGFS as the expression of its concerns with a request for SGFS to make any necessary changes to TR10000 to enable POSIX National Profiles to become ISPs, especially addressing the issue of references to national and regional standards in POSIX National Profiles.
 
 

RESOLUTION 94-270    CEN Participation in ISO/IEC JTC1/SC22/WG15

 Whereas SC22 N1556 confirms the validity of reciprocal CEN TC representation on JTC1 committees,

 Therefore ISO/IEC JTC1/SC22/WG15 believes it would be advantageous to the progress of its work and instructs its Convener to ask SC22 to invite up to two persons from CEN/TC304 to participate in future ISO/IEC JTC1/SC22/WG15 meetings.
 
 

RESOLUTION 94-271    Liaison Statement to SC22/WG13

 Whereas ISO/IEC JTC1/SC22/WG15 approves WG15 N477 as the WG15 response to the SC22/WG13 liaison statement (WG13 D204) to WG15,

 Therefore ISO/IEC JTC1/SC22/WG15 instructs its Convener to send the liaison statement in WG15 N477 to WG13.
 
 

RESOLUTION 94-272    Liaison Statement to JTC1/SGFS on APIs

 Whereas two classes of interfaces defined in ISO/IEC PDTR 14252 (POSIX P1003.0) are:

 Whereas the distinction between these two classes is subject to interpretation, and

 Whereas proposed modifications to TR10000-3 in SGFS N1115 and N1117 attempt to generalise the term API so as to widen the scope of the interfaces that may be included within OSE Profiles, while avoiding use of the term PII, and

 Whereas WG15 has within its scope of work interfaces which facilitate application-to-application functionality, (for instance pipes, shared memory, and IPC facilities within 9945-1), and SGFS N1115 and N1117 include as an example of an application-to-application interface the X/Open XA interface,

 Therefore WG15 requests SGFS to ensure that the definition of OSE Profiles meets the requirements for application portability by permitting the inclusion of application-to-application interfaces, and

 Therefore WG15 proposes that, in order to facilitate the inclusion of profiles referencing POSIX standards within TR10000-3, the term Application Program Interface should be interpreted more widely as an interface between application software and a provider of appropriate services, and

 Therefore WG15 instructs its SGFS liaison to send this resolution to SGFS and instructs its Convener to send this resolution to the US member body for delivery to the PASC IEEE P1003.0 working group.
 
 

RESOLUTION 94-273    Liaison Statement to JTC1/SGFS in Response to SGFS N1081

 ISO/IEC JTC1/SC22/WG15 instructs its SGFS liaison to forward WG15 N496, together with an appropriate cover letter, to ISO/IEC JTC1/SGFS, as the WG15 response to the SGFS liaison statement N1081, (WG15 N448).
 
 

RESOLUTION 94-274    Liaison Statement to JTC1/SC21 and JTC1/SGFS on Harmonising Conformance Testing Terminology

 ISO/IEC JTC1/SC22/WG15 authorises the forwarding of WG15 N480, together with an appropriate cover letter, to ISO/IEC JTC1/SC21, and also to SGFS, as the WG15 contribution relating to JTC1 N2527, with reference to ISO Guide 25.
 
 

RESOLUTION 94-275    Liaison Statement to JTC1/SC27 on Security Related Standards

 Whereas ISO/IEC JTC1/SC22/WG15 believes that its report detailing the standards bodies currently developing security-related standards, WG15 N490, may be of value to SC27 and to IEEE PASC P1003.6,

 Therefore, the Convener is instructed to send WG15 N490 with an appropriate cover letter to SC27 as a liaison statement, and also to send WG15 N490 to the US Member Body (for the attention of P1003.6) for information.
 
 

RESOLUTION 94-276    Liaison Statement to ISO/IEC JTC1/SC22/WG20 on Registries for Internationalisation

 ISO/IEC JTC1/SC22/WG15 instructs its WG20 liaison to send WG15 N494R, together with an appropriate cover letter, to ISO/IEC JTC1/SC22/WG20.
 
 

RESOLUTION 94-277    Dissolution of SC22/WG15 RGSec

 WG15 thanks its Rapporteur group on Security, RGSec, together with all its members, past and present, for its work on POSIX security and acknowledges the completion of RGSec's assigned tasks.

 WG15 hereby dissolves RGSec.
 
 

RESOLUTION 94-278    Formation of SC22/WG15 Synchronization Ad Hoc Group

 Whereas Denmark and Japan have expressed concerns with the effectiveness of the current WG15 synchronization plan (refer to WG15 N381, WG15 N426, and WG15 N460), and

 Whereas the United States has brought forward a proposed plan (N476) for developing a revision of the current WG15 synchronization plan (N352R), and

 Whereas there is an ongoing effort to develop a project management form (WG15 N486),

 Therefore, WG15 authorizes the formation of an ad hoc group, to be led by Jon Spencer, with the following terms of reference:

 a) Draft a proposed revision of WG15 N352R for discussion at the October 1994 WG15 meeting.
 b) Include consideration of  new JTC1 Directives in the revision.
 c) Consider SC22's procedures for processing defect reports (SC22 N1236).
 d) Present to WG15, in the same form as used in the presentation by the US at the May 1994 WG15 meeting, the proposed synchronization process.
 e) Recommend an implementation plan encompassing both the proposed synchronization plan and the project management form.
 f) Meet exclusively via electronic means.
RESOLUTION 94-279    Division of Work Item, Batch Services

 Whereas POSIX Batch Services (P1003.15, JTC1/SC22 work item number 22.21.03.02) has been assigned a work item that is part of POSIX system administration, and

 Whereas the development group has produced work that is an extension to the POSIX shell and utilities, and

 Whereas the development group intends to resume work on the system administration aspects of batch services,

 Therefore WG15 instructs its Convener to request SC22 to approve a Division of Work item to permit the work on POSIX batch services to be split into a system administration component, a shell and utilities component, and a system interface component.
 
 

RESOLUTION 94-280    Disposition of Comments on PDTR Guide to POSIX OSE

 Whereas the US has proposed WG15 N479 as the disposition of comments on the PDTR registration ballot of IEEE document P1003.0,

 Therefore SC22/WG15 approves N479 as the disposition of comments for PDTR 'Guide to the POSIX OSE' and recommends the registration of the document as a PDTR.
 
 

RESOLUTION 94-281    Approval of Liaison from SC22/WG15 to SC22/WG14

 SC22/WG15 nominates Mr. Keld Simonsen as its liaison to SC22/WG14 ('C') and instructs its Convener to notify both SC22/WG14 and the SC22 secretariat of this.
 
 

RESOLUTION 94-282    Sending SC22/WG15 N462 (CHARIDS) to IEEE PASC

 Whereas Canada has identified a proposal for a future amendment to 9945-2 for the inclusion of CHARIDS as a mapping for symbolic character names,

 Therefore ISO/IEC JTC1/SC22/WG15 requests the US member body to send WG15 N462 to the US Development Body for possible inclusion as an amendment to PASC 1003.2b and requests the US to present the results of their review to WG15 at its October 1994 meeting.
 
 

RESOLUTION 94-283    Sending WG15 N444 (CEN Cultural Elements Registry) to IEEE PASC

 Whereas CEN/TC304 is producing a registry standard including Locales and Charmaps as defined in ISO/IEC 9945-2:1993 and has identified a need for a further POSIX entity to be registered as a Charsymbmap,

 Therefore ISO/IEC JTC1/SC22/WG15 requests the US member body to send WG15 N444 to the US Development Body for possible inclusion of charsymbmap (see N444 section 6.9) as an amendment to PASC 1003.2b and requests the US to present the results of their review to WG15 at its October 1994 meeting.
