ATTACHMENT Purpose and justification: The National Profiles described in ISO 9945-1 (POSIX) and ISO 9945-2 form a set of POSIX profiles. The National Profile will be developed by national member bodies of ISO/IEC and specify required options, parameters, and extensions of POSIX standards that a conforming implementation shall support. A National Locale described in ISO 9945-2 is a part of user environment specificatios that are culture or language specific. A National Locale is referred to by APIs and utilities to adapt their behavior to the users' language and cultural background. National member bodies of ISO/IEC can specify required or recommended options and parameters of POSIX standards through a National Profile. Also the national member body can specify the cultural element relevant to their environment through a National Locale, in order to adapt an implementation of the POSIX standards to their regional or cultural environment. From a view point of a conforming application, the National Profile and Locale specify the functionalities that the application can rely on for being portable within the regional or cultural environment. However, such regional specific dependency may hurt international portability of the appilcation. Therefore, to maximize international portability of a conforming application, international harmonization of National Profiles and Locales is important. The proposed Technical Report "Guide for POSIX National Profiles and Locales" establishes guidelines that a writer of National Profiles and Locales would refer to. Then a national member body of ISO/IEC can easily develop their National Profile and Locale that harmonized internationally. The Technical Report will have the following table of contents. 1.
