SC22/WG15 N252 7-May-1992 Revised Issues list... Process The proposal below is for a clearer process for the standing issues list. The concepts are derived from the TSG-1 Modus Operandi, but modified to reflect the (relatively) permanent nature of WG15. Issues: The WG15 Issues List, SD-3, contains both Open and Resolved Issues. The structure of an entry is given below. Periodically, Resolved Issues may be moved to a numbered document from SD-3, and SD-3 purged of those issues. SD-3 should retain the numbers of those documents. When an issue is first identified it is given a unique number which it retains thereafter, whether it is still open or has been resolved. Maintenance: The Vice-Chair of a meeting is responsible for recording issues discovered at that meeting, putting them into proper format, and delivering them to the next Vice-Chair and the Convener. The Vice-Chair is also responsible for collecting new arguments for outstanding open issues. Open Issues: Open issues are those that have been identified in discussion within the group, but for which there is not yet an agreed resolution. Open issues may arise for a topic other than that under discussion, but may also reflect incomplete processing of a topic that was scheduled for discussion. The Convenor may add additional issues to the list (via the Vice-Chair) based upon comments addressed to him between meetings. Resolving Issues: WG15 will resolve issues as it becomes possible to do so, and they will be marked as resolved. Once an issue is resolved, it is expected that significant new information on the topic must be brought forward before it can be reopened. It is expected that open issues will normally be resolved at the first meeting at which the topic they relate to is discussed, although certain issues may reflect topics that will take some time to resolve. Normally, an issue opened and resolved within a single meeting will not be recorded. However, WG15 or the Convener may request that certain such issues, which might otherwise recur in a future meeting, be added to SD-3 as resolved issues. If no National Body nor the Convener indicates an interest in an issue (by sponsoring it as an issue and/or offering arguments or proposing resolutions) by the meeting at which it should be resolved, then it will be marked as unsupported. Unsupported issues will not be discussed further, and treated as if they were closed. Organizational Issues: Organizational issues will be resolved at the first meeting at which full discussion is possible (if there is input before a meeting then at the meeting, otherwise at the next meeting at the latest). Issue List Contents: The arguments, proposed resolutions, and agreed resolution for an issue will be recorded in the issues list. The record will include an indication of the National Bodies making the proposal and the meeting at, or for, which it was made. These entries may be supplemented with further historical information if this is thought to be required. The structure of an Entry in the Issues List. a) A brief title (used in the table of contents of the list). This has '[Resolved]' added when the issue is resolved. b) Keywords (forming an Index to the list). c) Description of the issue (if the brief title needs explanation). d) Originator (National Body/liaison/Rapporteur Group or WG15 itself) and 'date' (meeting of origination). e) List of alternatives advanced for the resolution of the issue, indicating originator and 'date'. f) List of arguments advanced in support of, or against, the alternatives indicating originator and 'date'. g) Agreed resolution (and any follow up actions). h) History (additional notes if any are required). Open issues will not necessarily contain a complete history.
