Adjournment ISO/IEC JTC1/SC22/WG15 - POSIX Resolutions from May, 1991 meeting Attachment 3 to minutes 112 OSCRL Whereas ISO/IEC JTC1/SC22/WG15 has carefully reviewed the work of the JTC1 OSCRL Rapporteur group, and Whereas no further work has been identified for the JTC1 OSCRL Rapporteur group, and Whereas ISO/IEC JTC1/SC22/WG15 believes that the contribution of the JTC1 OSCRL Rapporteur group should be duly recognized, Therefore, ISO/IEC JTC1/SC22/WG15 urges ISO/IEC JTC1/SC22 to congratulate and commend the members of the JTC1 OSCRL Rapporteur group, especially Ian Newman and Hermann Weegenaar, for the successful completion of their task. 113 OSCRL ISO/IEC JTC1/SC22/WG15 instructs its Convenor to distribute ISO/IEC JTC1/SC22/WG15 resolution 112 to the JTC1 OSCRL Rapporteur group members for review and comment. ISO/IEC JTC1/SC22/WG15 further instructs its Convenor to submit any comments received as a result of this distribution to ISO/IEC JTC1/SC22 as an attachment to ISO/IEC JTC1/SC22/WG15 resolution 112. 114 Letter Ballots Whereas ISO/IEC JTC1/SC22/WG15 letter ballots must be conducted as expeditiously as possible while providing sufficient time for Member Bodies to review, comment, and respond, Therefore, ISO/IEC JTC1/SC22/WG15 adopts the following rule: All ISO/IEC JTC1/SC22/WG15 letter ballots shall be conducted such that Member Bodies have at least 60 days to respond to the letter ballot. 115 Participation in Profile Activities Whereas it is recognized that software developers are developing products that correspond to ISO/IEC JTC1/SC22/WG15 profile related work and, Whereas input to the ISO/IEC JTC1/SC22/WG15 profile work from these software developers could have impact on this ISO/IEC JTC1/SC22/WG15 profile work, Therefore ISO/IEC JTC1/SC22/WG15 requests Member Bodies to emphasize the importance of this work to such organizations, and to further encourage their participation in the member body process so that the input of these developers can be brought forward into the work of ISO/IEC JTC1/SC22/WG15. 116 Review of Related Documents Whereas a number of organizations are developing documents that might be of interest to ISO/IEC JTC1/SC22/WG15 and, Whereas it may be in ISO/IEC JTC1/SC22/WG15's best interest to comment on these documents, Therefore ISO/IEC JTC1/SC22/WG15 requests its members to review and comment on the following documents: 1. The taxonomy in the EWOS Technical Guide on Profiles for the OSE (EWOS/TA/91/68, WG15 N165) (being submitted for comment to SGFS), 2. The work of IEEE in 1003.18 (Draft 3, P1003.18, January 1991, WG15 N164) (being submitted for comment to SGFS), 3. The final report of TSG-1 (being submitted to JTC1). 117 Request to SGFS regarding Open System Environment (OSE) Profiles Whereas SGFS has requested input regarding potential extensions of the scope of ISO/IEC/TR 10000 (ISO/IEC JTC1 SGFS N232), and Whereas the current work of SGFS appears to be focused primarily on OSI, and Whereas the requirement for profiles which include the work of ISO/IEC JTC1/SC22/WG15 extends beyond the scope of ISO/IEC JTC1/SC22/WG15, and Whereas various groups, including TSG-1 and EWOS, are recommending the development of profiles for Open System Environments (OSE), referred to in the TSG-1 report as Application Environment Profiles (AEP), and Whereas the ISO/IEC JTC1/SC22/WG15 Profile Coordination Ad Hoc meeting included participants from groups outside of JTC1 who are currently working on profiles, and Whereas it will be important to provide timely response to JTC1 TSG-1 recommendations, and Whereas, unlike OSI, other areas where profiles might be applied may not have an extensive existing set of base standards, and Whereas, ISO/IEC JTC1/SC22/WG15 has identified two types of profiles affecting the work of ISO/IEC JTC1/SC22/WG15: Environment Profiles (e.g., Open System Environment, Application Environment) and National Profiles, Therefore, ISO/IEC JTC1/SC22/WG15 requests that SGFS convene a special meeting to address the issue of expanding JTC1 profile activities to specifically include Open System Environments (OSE). ISO/IEC JTC1/SC22/WG15 recommends that agenda topics for this meeting include the following: 1. Identification and resolution of gaps in the set of existing base standards identified in a profile. How can the gaps be identified? What actions are required to fill identified gaps? What actions should be taken while the gap is being filled? What criteria should be used for establishing priorities in filling the gaps? 2. The nested use of profiles. What are the possible consequences of embedding a profile in another profile? What effect might the nesting of profiles have on the number and scope of profiles developed? 3. Can a subset of a base standard be used in a profile? 4. Is it appropriate for a profile to further specify behaviors that are explicitly left unspecified in a base standard? 5. How can OSE profiles be harmonized? What are the appropriate channels and forums for addressing harmonization? 6. Should a forum for discussing taxonomies proposed for OSE profiles be established? With regard to National Profiles, ISO/IEC JTC1/SC22/WG15 makes three observations: 1. National Profiles specify how options and standards should be used together to meet national cultural needs. For example, date formats, and reference to appropriate character sets. 2. Extensions to ISO/IEC/TR 10000 may be needed to address National Profiles 3. ISO/IEC JTC1/SC22/WG15 has formed a Rapporteur Group for Internationalization that could assist in developing any needed extension to ISO/IEC/TR 10000, and ISO/IEC JTC1/SC22/WG20 may also be interested in making contributions in this regard. 118 Regarding the JTC1 Organization and the JTC1 TSG-1 report. Whereas the concept of profiles, both currently and when extended to areas outside the OSI domain, may significantly affect the organization of work within JTC1, and Whereas the JTC1 TSG-1 report contains significant information on this concept and its extensions, and Whereas the organization of JTC1 is the subject of an upcoming meeting, Therefore, ISO/IEC JTC1/SC22/WG15 urges the ISO/IEC JTC1/SC22 Chair to take appropriate action to ensure that the JTC1 TSG-1 report be taken into consideration in the development of recommendations by the Special Working Group on JTC1 Organization (Ref. JTC1 N1261 Rev., 1991-02-26) 119 Rapporteur Group on Coordination of Profile Activities (RGCPA) ISO/IEC JTC1/SC22/WG15 hereby establishes a Rapporteur Group on Coordination of Profile Activities (RGCPA). Initial invitees to the RGCPA shall include the participants in the ISO/IEC JTC1/SC22/WG15 Ad Hoc Profile Coordination meeting and other interested experts. The RGCPA is directed to develop and submit to ISO/IEC JTC1/SC22/WG15 a Terms of Reference and an updated version of WG15 N075 based on the minutes and proposals of the ISO/IEC JTC1/SC22/WG15 Ad Hoc Profiles Coordination meeting (ISO/IEC JTC1/SC22/WG15 N163). These shall be submitted to ISO/IEC JTC1/SC22/WG15 for review at the next ISO/IEC JTC1/SC22/WG15 meeting (November 1991) in accordance with established ISO/IEC JTC1/SC22/WG15 procedures. ISO/IEC JTC1/SC22/WG15 invites all National Bodies to nominate participating experts as well as a candidate for lead Rapporteur to chair RGCPA. Nominations should be submitted to the ISO/IEC JTC1/SC22/WG15 Convenor. 120 Registration of P1003.4 as a PDAM ISO/IEC JTC1/SC22/WG15 recommends to ISO/IEC JTC1/SC22 that IEEE P1003.4 Draft 11, including the then current draft of IEEE P1003.4a as an informative annex, be registered as a PDAM when it is made available by the US Member Body, subject to ISO/IEC JTC1 assignment of the NP to ISO/IEC JTC1/SC22. 121 Merger of P1003.4 and P1003.4a Whereas ISO/IEC JTC1/SC22/WG15 recognizes that P1003.4 and P1003.4a are so closely related that it in this particular case it is desirable to process them as a single document, Therefore ISO/IEC JTC1/SC22/WG15 requests that the US Member Body produce a merged, consistent document as soon as practicable. 122 Additional P1003.4 Functionality Whereas ISO/IEC JTC1/SC22/WG15 recognizes that there is a distinction between "hard" and "soft" real-time functionality, and Whereas the current real-time interfaces primarily provide "soft" real-time functionality, and Whereas ISO/IEC JTC1/SC22/WG15 recognizes that additional functionality will be required in order to fully address the requirements of "hard" real-time, Therefore ISO/IEC JTC1/SC22/WG15 requests the US Member Body address "hard" real-time functionality. 123 Fortran and Ada Language Bindings ISO/IEC JTC1/SC22/WG15 endorses the US member body proposal (ISO/IEC JTC1/SC22/WG15 N153) that Fortran and Ada language bindings not be submitted to ISO/IEC JTC1/SC22/WG15 until the ISO/IEC 9945-1 Language Independent Specification and the relevant language standards are available. 124 Fortran Language Bindings Whereas ISO/IEC JTC1/SC22/WG15 recognizes that the US Member Body intends to develop language bindings for ISO/IEC 9945-1 for both the FORTRAN 77 and Fortran 90 language standards, Therefore ISO/IEC JTC1/SC22/WG15 notifies the US Member Body that the Fortran 90 language binding is the appropriate document for consideration by ISO/IEC JTC1/SC22/WG15. 125 Review of LIS Whereas ISO/IEC JTC1/SC22/WG15 has requested in ISO/IEC JTC1/SC22/WG15 resolution 094 that language bindings be produced as "thin" bindings to the "Language Independent Specification" (IEEE P1003.1 LIS), Therefore ISO/IEC JTC1/SC22/WG15 requests the US Member Body to seek a wide review of its "Language Independent Specification" (IEEE P1003.1 LIS) in order to ensure that it is relevant to a wide range of programming languages, and Therefore ISO/IEC JTC1/SC22/WG15 requests ISO/IEC JTC1/SC22/WG11 review "Programming Language Independent Specification Methods" (N173) and provide comments to the US Member Body. 126 Ada Bindings and LIS Whereas ISO/IEC JTC1/SC22/WG15 has requested that language bindings be produced as "thin" bindings to the Language Independent Specification, and Whereas AFNOR has indicated its willingness to review the proposed language independent specification with particular regard to its relevance to the Ada language Therefore ISO/IEC JTC1/SC22/WG15 requests the US member body to send the draft of the IEEE P1003.1 expressed in Language Independent Specification form to the French Member Body for this purpose as soon as possible. 127 Modula-2 Binding to ISO/IEC 9945-1 Whereas ISO/IEC JTC1/SC22/WG15 N142 proposes the development of a Modula-2 binding to ISO/IEC 9945-1, Therefore ISO/IEC JTC1/SC22/WG15 encourages the development of this binding and offers the following guidance: 1. The Modula-2 binding should be based on the ISO/IEC 9945-1 Language Independent Specification currently under development (Reference IEEE P1003.1 LIS). 2. The Modula-2 binding should be a "thin" binding as defined within ISO/IEC JTC1/SC22/WG15 Resolution 94. 3. The group developing the Modula-2 binding should participate in the development of the ISO/IEC 9945-1 Language Independent Specification. 4. The Modula-2 binding should be forwarded to ISO/IEC JTC1/SC22/WG15 upon completion. 128 Ada and Fortran Language Binding Timescales Whereas there is a requirement that a project show progress within a 2-year time period, and Whereas ISO/IEC JTC1/SC22/WG15 has endorsed the US Member Body proposal that the Fortran and Ada language bindings should not be progressed until those language standards are available, and until the Language Independent Specification (IEEE P1003.1 LIS) is also available, Therefore ISO/IEC JTC1/SC22/WG15 instructs its Convenor to notify ISO/IEC JTC1/SC22 that the development of the Fortran and Ada language bindings to ISO/IEC 9945-1 may exceed the 2-year period. 129 Proposal to Adopt P1003.3-1991 as a Standard Whereas ISO/IEC JTC1/SC22/WG15 recognizes the requirement for a standardized approach to the development of POSIX conformance test methods, and Whereas IEEE POSIX standards which are covered by ISO/IEC JTC1 22.21 project will include test methods specifications based on IEEE 1003.3-1991 Standard, Therefore ISO/IEC JTC1/SC22/WG15 instructs its Convenor to forward a New Proposal (NP) (WG15 N174) to initiate the adoption of IEEE 1003.3-1991 Standard as an ISO/IEC Standard. ISO/IEC JTC1/SC22/WG15 recommends that this work be assigned to ISO/IEC JTC1/SC22/WG15, or if appropriate, be submitted for fast track ballot. 130 Conformance Testing Whereas ISO/IEC JTC1/SC22/WG15 and the international community recognize that there are useful and necessary reasons to undertake appropriate action to facilitate a harmonized approach to the development of consistent POSIX conformance testing scaffolds, and Whereas ISO/IEC JTC1/SC22/WG15 has been informed that there are alternate, yet reconcilable, approaches to developing a consensus specification for a single scaffold, and Whereas ISO/IEC JTC1/SC22/WG15 believes that a joint effort undertaken by interested organizations, could facilitate discussions, and Whereas the Rapporteur of RGCT has been asked by the RGCT to coordinate a workshop jointly sponsored by organizations such as NIST, CCTA, an appropriate Japanese organization and others, with the objective of establishing a basis for a coordinated effort for the development of a scaffold specification, Therefore, ISO/IEC JTC1/SC22/WG15 instructs its Convenor to encourage all Member Bodies to ensure that potential interested parties are made aware of these proposed workshops. 131 Conformance Testing Profiles and LIS Whereas ISO/IEC JTC1/SC22/WG15 recognizes that the development of LIS based standards and POSIX profiles based on these standards is necessary for the practical application of standards in the International community, Therefore ISO/IEC JTC1/SC22/WG15 requests that the US Member Body produce a report outlining when there will be substantive work available for ISO/IEC JTC1/SC22/WG15 review relating to conformance testing of LIS Standards and Profiles of POSIX based standards. 132 Document Structure - Test Methods Whereas ISO/IEC JTC1/SC22/WG15 recognizes that an issue will arise related to the structure and size of the JTC1 22.21 Project Standards due to the planned inclusion of Test Methods within the base documents, Therefore ISO/IEC JTC1/SC22/WG15 instructs its Technical Editor to review this issue with the IEEE Standards Department to ensure that it is addressed at the earliest opportunity. 133 Recommendation to WG20 Whereas ISO/IEC JTC1/SC22/WG20 is newly formed for internationalization under the ISO/IEC JTC1/SC22, and Whereas a Rapporteur Group for Internationalization (RIN) has been formed in ISO/IEC JTC1/SC22/WG15 with active participation from the National Bodies, and Whereas ISO/IEC JTC1/SC22/WG15 work such as ISO/IEC 9945-2 has introduced a suitable set of internationalization (I18N) features including, but not limited to, the following: date and time format numeric and monetary representation collation character map character classification national locales national profiles, and Whereas ISO/IEC JTC1/SC22/WG15 believes that the RIN work also would be useful for the work of ISO/IEC JTC1/SC22/WG20, Therefore ISO/IEC JTC1/SC22/WG15 requests that ISO/IEC JTC1/SC22/WG20 work with ISO/IEC JTC1/SC22/WG15/RIN to agree how to best move work in these areas forward. 134 WG15 Liaison to WG20 ISO/IEC JTC1/SC22/WG15 nominates Mr. Keld Simonsen as ISO/IEC JTC1/SC22/WG15 liaison to ISO/IEC JTC1/SC22/WG20. 135 Request for Draft of P1003.0 ISO/IEC JTC1/SC22/WG15 requests the US Member Body to provide the then current Draft of IEEE P1003.0 to ISO/IEC JTC1/SC22/WG15 in sufficient time to allow for review and comment before the next ISO/IEC JTC1/SC22/WG15 meeting. 136 Forwarding NP for P1003.0 to SC22 ISO/IEC JTC1/SC22/WG15 instructs its Convenor to forward WG15 N138 (NP for the POSIX Guide (IEEE P1003.0) to ISO/IEC JTC1/SC22 as an NP for a TR. 137 RPC Whereas the JTC1 22.21 work item includes a Remote Procedure Call (RPC) interface, and Whereas work in that area has been deferred awaiting the work currently ongoing in ISO/IEC JTC1/SC21, Therefore, ISO/IEC JTC1/SC22/WG15 instructs its Convenor to inform ISO/IEC JTC1/SC22 that no further work on RPC is planned at this time. 138 Recommendation on Approval of NP for Real-Time ISO/IEC JTC1/SC22/WG15 recommends that the proposed NP for Real-Time (P1003.4, P1003.4A, JTC1 22.21.01.02) (WG15 N141 attachment 3) be approved by ISO/IEC JTC1 and assigned to ISO/IEC JTC1/SC22/WG15. The following editorial changes should be made to the NP proposal: In the "Relevant Documents to be Considered" section replace "P1003.12" with "A Language Independent version of P1003.12". Delete "X/Open and BSD materials". In the "Purpose and Justification" section replace "BSD UNIX Sockets" with "network sockets and streams"; and replace "X/Open XTI" with "Transport Layer". In the "Cooperation and Liaison" delete "for procedure calling and data type". 142 Recommendation on Approval of NP for User Portability Extension (UPE) ISO/IEC JTC1/SC22/WG15 recommends that the proposed NP for User Portability Extension (P1003.2A, JTC1 22.21.02.02) (WG15 N141 attachment 5) be approved by ISO/IEC JTC1 and assigned to ISO/IEC JTC1/SC22/WG15. The following editorial changes should be made to the NP proposal: In the "Scope" section, replace the first occurrence of the term "UNIX" with "POSIX". Delete the parenthetical phrase at the end. In the "Cooperation and Liaison" section, delete the line that references OSCRL; delete "C++"; and delete "for data type issues". 143 Recommendation on Approval of NP for System Interface Extensions ISO/IEC JTC1/SC22/WG15 recommends that the proposed NP for System Interface Extensions (IEEE P1003.1A) (WG15 N141 attachment 2) be approved by ISO/IEC JTC1/SC22. The following editorial changes should be made to the NP proposal: In the "Relevant Documents to be Considered" section, replace "P1003.1A" with "a language independent version of P1003.1A" In "Cooperation and Liaison" section, delete "C++"; delete "(at least)"; and delete "on procedure calling and data type". It should contain a note to reviewers explaining that the document format will change to correspond to the ISO/IEC 9945-1 and ISO/IEC 9945-2 document formats. 149 Reply to SC22 N891 Request ISO/IEC JTC1/SC22/WG15 appoints Mr. Kevin Murphy as ISO/IEC JTC1/SC22/WG15 liaison to ISO/IEC JTC1/SC27/WG1 and requests that ISO/IEC JTC1/SC27/WG1 provide a liaison to ISO/IEC JTC1/SC22/WG15. 150 Reply to SC22 N920 (N144) ISO/IEC JTC1/SC22/WG15 instructs its Convenor to forward ISO/IEC JTC1/SC22/WG15 N144 to the US Member Body for consideration and to requests a response from the US member Body as to the action taken. 151 Meeting Locations Whereas sufficient continuity of participation of active technical experts is critical to progress of the ISO/IEC JTC1/SC22/WG15 programme of work, and Whereas there has been considerable discussion within ISO/IEC JTC1/SC22/WG15 regarding the location of ISO/IEC JTC1/SC22/WG15 meetings, Therefore ISO/IEC JTC1/SC22/WG15 establishes the following guidelines, in addition to the ISO/IEC JTC1 Directive 1990, for selection of meeting sites. 1. ISO/IEC JTC1/SC22/WG15 meetings normally should be held in countries which actively participate in the work of ISO/IEC JTC1/SC22/WG15. 2. Consideration normally should not be given to conducting an ISO/IEC JTC1/SC22/WG15 meeting in a country that is not a member of JTC1 as an "O" or "P" member. (Reference ISO/IEC JTC1 Directive 1990 3.5.3.2 P.17) 152 Batch Processing Whereas the JTC1 22.21 work item includes a proposed item on Batch Processing, and Whereas work in that area indicates that the functionality is best incorporated into documents forming parts of ISO/IEC 9945-2 and ISO/IEC 9945-3, Therefore ISO/IEC JTC1/SC22/WG15 instructs its Convenor to inform ISO/IEC JTC1/SC22 that ISO/IEC JTC1/SC22/WG15 proposes not to submit a specific NP for Batch Processing to ISO/IEC JTC1. 153 Forwarding Comments in WG15 N146 (Ada Binding) ISO/IEC JTC1/SC22/WG15 requests the US Member Body to accept the technical comments contained in ISO/IEC JTC1/SC22/WG15 N146 for consideration. 154 ISO/IEC 9945-1 Interpretations Whereas ISO/IEC 9945-1:1990 and IEEE Standard 1003.1-1990 are identical standards, and Whereas it is ISO/IEC JTC1/SC22/WG15's desire to ensure consistency of interpretations of the POSIX standard at the ISO/IEC JTC1 and IEEE level, Therefore, ISO/IEC JTC1/SC22/WG15 requests the US Member Body investigate the current interpretations process at both the ISO/IEC JTC1 and the IEEE level. ISO/IEC JTC1/SC22/WG15 further requests that the US Member Body provide a report to ISO/IEC JTC1/SC22/WG15 on the results of its investigation and also provide a proposed revision to the synchronization plan (SC22/WG15 N121) which defines a coordinated interpretation process. ISO/IEC JTC1/SC22/WG15 instructs its Convenor, in the interim until the synchronization plan has been revised, to seek comment from the IEEE interpretation process and the Project Editor before issuing responses to requests for any interpretation of ISO/IEC 9945-1:1990. 155 Interpretation Authority Whereas it is anticipated that there will be requests for interpretation for ISO/IEC 9945-1:1990, and Whereas ISO/IEC JTC1/SC22/WG15 is attempting to develop procedures to ensure consistency of interpretation for ISO/IEC 9945-1:1990 and IEEE Standard 1003.1-1990, Therefore ISO/IEC JTC1/SC22/WG15 instructs its Convenor to seek any appropriate action from ISO/IEC JTC1/SC22 necessary to ensure that interpretation of JTC1 22.21 standards is within the scope of work of ISO/IEC JTC1/SC22/WG15. 156 Synchronizing National Profiles Whereas ISO/IEC JTC1/SC22/WG15 understands that synchronization problems may arise if National Profiles are included in multiple POSIX standards documents, Therefore ISO/IEC JTC1/SC22/WG15 instructs its Convenor to review this issue and seek comment from the IEEE Standards Department as to how this might be addressed and to report back the findings to ISO/IEC JTC1/SC22/WG15 at the next ISO/IEC JTC1/SC22/WG15 meeting. 157 In Regard to Possible Assignment of WG15 to a New SC Whereas ISO/IEC JTC1 is considering a document that suggests the creation of a new SC to cover Operating Systems and their environments, and Whereas it is believed that ISO/IEC JTC1/SC22/WG15 might be relocated to this new SC if it were formed, and Whereas the work of ISO/IEC JTC1/SC22 is significantly enhanced by the combination of programming languages and cross language facilities currently assigned to ISO/IEC JTC1/SC22, Therefore ISO/IEC JTC1/SC22/WG15 instructs its Convenor to advise ISO/IEC JTC1/SC22 that ISO/IEC JTC1/SC22/WG15 believes such a relocation at this time would be prejudicial to the success and timely completion of its programme of work. 158 Management of WG15 meetings Whereas there is a rapid increase in the number of ISO/IEC JTC1/SC22/WG15 work items, and Whereas the number of issues associated with these work items is also increasing rapidly, and Whereas it may be required that ISO/IEC JTC1/SC22/WG15 meetings be divided into small groups for some significant portion of the meeting, Therefore ISO/IEC JTC1/SC22/WG15 reiterates the following operating procedure: 1. Advance Notice of Meeting (including information regarding small groups) shall be distributed to Member Bodies in accordance with then current ISO/IEC JTC1 directives. 2.
