What they saw no need for, was the implementation-dependent
extentions to  charmap described in .2b/D11. So rather:

 		. Re localedef, repertoiremaps there were broad 
		  agreement in .2b group. Given that the extentions
		  in .2b/D11 to charmap were implementation defined
                  they saw no need for the charmap extention also.
