I can confirm that the locales placed in the directory i18n/locales at the ftp site dkuug.dk are available without distribition limitations, including distribution for the use that you describe. There may be other locales in other directories at the same site, which are not available for the purpose you cite. The distribution conditions should be noted in each of the locales. If you have questions about any of those, please don't hesitate contacting me again. They will normally be of older date, and may thus not be so interesting to you. There are accompanying POSIX charmaps in the directory i18n/charmaps that you are also allowed to distribute free of charge with your product. Please somewhere in your documentation cite the reference of the locales etc as "the ISO/IEC JTC1/SC22/WG15 POSIX collection of profiles, locales and charmaps". We would be grateful if you informed us of your employment of the data. We have an email list that is open to the public, where announcements of updates and other information and discussion on internationalization may take place. It is currently a low-volume list.
