In Rotterdam we discussed the date format - if it always should be
two digits or not. The minutes as recorded by Dominic has that
it should *not* always be 2 digits in the POSIX locale, while my memory
has it that it should always be two digits.

Do anybody have minutes on this? Nakahara-san?
