I sent it without first checking the SC22 Program of Work document. It turns out I have already distributed the Disposition of Comments Report on DIS 15068-2. It says exactly what you suggested and it is in document SC22 N2497. So all is well so far as DIS 15068-2 is concerned and the publication process can begin.
