Subject: JTC1 document distribution web

I have made (on request from JTC1 ad hoc) a web page with the
current documents from JTC1 on document distribution.

Changes in the policy includes that most documents related
to projects are now in the "open" category and can thus be
put publically on the web and ftp. Documents that cannot be put
publically on the web are from the DIS level and above.
