Thanks for your reply.
The following is my personal opinion not representing
Japanese national body.

I know your proposal. I'm sorry but I don't think it is adequate
to merge 2 proposals at this timing. There is a risk of both proposals
being voted down by complicating the requirements.
I want to see the .2b text for wctrans support as soon as possible,
otherwise POSIX system cannot provide the means to support full ISO C
standard functions.
I think that my proposal is minimum and yours have some plus.
Let's wait and see the result of coming IEEE.2 meeting.
