One reason for moving it from the beginning was to allow time for the WG15 group to review anything coming out of the meeting BEFORE having to vote on it if required. This modus still wouldn't give us much time to review things. 2. This forces everyone attending the WG15 meeting to be there all week, and doesn#t allow anyone to fly out until Saturday. This might be alright for folks who need to attend 1-2 days RIN, but think about RGCPA and RGCT both of which were finished in a matter of a few hours. What would those people do all day Thursday? Personnaly I prefer the old method. It allows simple things to be approved at the WG15 meeting. We must assure however that long and complex things neding review and understanding by the countries are postponed either for a letter ballot of the next meeting.
