The productivity value of this has been presented by others already. One key point raised in WG15 is the need to evaluate how specific words are used in the context of the standard (hot words include "byte" and "character", but also "conformance" and such). Evaluation may be needed from a perspective of a technical view (how does this affect security), or a language perspective (can we translate this and understand it), or broader domain (does this accomodate the full range of international character sets). In any case, there is real value to technical experts for online access. There are also real savings in terms of costs, online access can be used to reduce or eliminate some of the duplication that is needed. This also affects the willingness of some countries to engage their experts in review. Reproducing a 1000 page document is not something you do for "review and comment". But you might be quite willing to send along an internet pointer to a draft document to let the experts who will pursue it to do so. Thanks, Jim Isaak WG15 Convener
