While I realize that Keld is being helpful, there needs to be some due process here to allow this document to be so distributed. I believe that this can probably be done, BUT we need to ensure that the IEEE copyright rules are being followed. Ted - if you send me the postscript, I will (as tech editor) verify that all is well with the IEEE, and will forward this as appropriate. Note that one possible problem is that if the document is available for anonymous FTP, there are no restrictions that its distribution will be limited to review and comment purposes.
