Keld,

I have an ftp site here, which I used for early drafts of the document,
but once it went into IEEE ballot (a protracted process, usually several
years, with all the recirculations) I was told I could no longer have
on the ftp site.  Thus, the problem is one of IEEE rules, which I
have been hoping ISO would force IEEE to change.  

If I can get IEEE permission, I will gladly not only put the document
up on the FSU ftp site, but also send you a copy for your site.  The
main problem is the IEEE, which guards all copyrighted material so closely.
