(The letter from Vic to the US RAC is dated May 25, 1993). The letter is triggered by the submission of a U.S. locale for registration, and indicates that "An official Locale from a Standards Body would take precedence over an unoffical locale and the intent is that the registry will eventually only contain locales from formal standards bodies."
