RESOLUTION 93-229 UniForum as Category C Liaison organization to SC22/WG15 Whereas SC22/WG15 has continuing interest in advancing international standardization work in the area of inter- nationalization, and Whereas UniForum is also active in the area of internationalization, Therefore SC22/WG15 instructs its convener to advise UniForum that they could apply for Category C liaison to SC22/WG15, should they so desire. RESOLUTION 93-230 Collation Weights Whereas ISO/IEC DIS 9945-2, Utility Limit Minimum Value, Table 2-17, specifies that the maximum number of weights that can be assigned to an entry of the LC_COLLATE order keyword in the locale definition file is 2, and Whereas the value of 2 is insufficient to process natural language collation sequences, Therefore SC22/WG15 instructs the Project Editor to notify its development body that the collation weight is dependent on the language of the country and that Canada requires a minimum weight of 7. RESOLUTION 93-231 Processing of Amendment 1 of 9945-1:1990 Whereas the disposition of comments for Amendment 1 of 9945-1:1990 (Real Time Extensions) along with the member body votes, caused the SC22 secretariat to proceed with the DIS registration of the above document, and Whereas SC22/WG15 resolution 92-225 proposed a second CD Ballot, Therefore SC22/WG15 withdraws Resolution 92-225 and sup- ports the DIS registration. RESOLUTION 93-232 Advancing POSIX Profiles Internationally Whereas POSIX-based profiles are being developed in IEEE PASC, and Whereas such profiles may be of interest to SC22/WG15, Therefore SC22/WG15 requests its member bodies to report any concerns, issues and recommendations on international advancement of this work to SC22/WG15. RESOLUTION 93-233 Requirements on Specification Methods SC22/WG15 reaffirms the following requirements relating to the choice of specification methods for projects JTC1.22.21, JTC1.22.39, and JTC1.22.42: 1. To provide a clear and authoritative functional specification for POSIX services, and 2. To provide coordination and consistency between multiple language bindings to the same services, and reaffirms the following related objectives: 3. To support easier and faster development of language bindings, 4. To support the development of language bindings that are appropriate for each programming language, 5. To support the development of language bindings by independent Standard Development Organizations, and 6. To support the development of POSIX standards in a timely and efficient manner. RESOLUTION 93-234 PASC Information Whereas SC22/WG15 has a requirement to develop both lan- guage Independent Specifications (LIS) and Language Depen- dent Specifications (LDS), and Whereas SC22/WG15 recognizes that, due to resource constraints, the current approach to the development of PASC LIS standards is having a severe negative impact on the ability of the US member body to develop and forward LDS standards in a timely manner, and that this has an equal effect on the work of SC22/WG15, and Whereas SC22/WG15 notes that the current US development group may discontinue the current requirement for the parallel development of LIS and LDS, for the reasons given above, and Whereas SC22/WG15 recognizes that the current work in the area of LIS is not yet mature, and is the subject of work in other groups, such as WG11, and Whereas SC22/WG15 recognizes that the requirement that LIS was intended to satisfy may be met in other ways, and Whereas SC22/WG15 wishes to ensure that both LIS and LDS are brought forward into the international arena in as timely a manner as possible, Therefore SC22/WG15 resolves: 1. To investigate the most appropriate means of satis- fying the requirements and objectives contained in Resolution 93-233, for which the current LIS methods were originally formulated, taking account of the work of other groups, such as WG11. 2. That it will accept LDS documents for progression to DIS, without an accompanying LIS, on an individual basis where Member Bodies support the action, until such time as it determines the precise form in which the requirements and objectives, for which LIS was originally formulated, are to be met. 3. To request the US to preserve and progress in a timely manner the LIS work that is currently underway, taking fully into account the requirements and objectives set out in SC22/WG15 Resolution 93-233, and to ensure that US standards developed for progression within SC22/WG15 satisfy those requirements and objectives. RESOLUTION 93-235 Disposition of IEEE 1003.9 Whereas there exists a completed IEEE Fortran 77 binding to 9945-1:1990 (P1003.9), Therefore SC22/WG15 invites the US to forward IEEE Std 1003.9-1992 to JTC1 with the recommendation that it be fast-tracked as a Technical Report Type 2. RESOLUTION 93-236 Disposition of Comments for 1003.3-1991 Whereas SC22/WG15 has proposed the CD registration of IEEE Std 1003.3-1991 as an ISO/IEC standard, and 1003.3-1991 has been balloted as a CD with a vote of eleven approve and one disapprove, including comments from France and Japan, Therefore SC22/WG15 approves N360 as the disposition of comments for CD 13210 and recommends the initiation of the DIS ballot. RESOLUTION 93-237 Conformance Testing for POSIX Whereas SC22/WG15 N347 proposes a potential project concerning conformance testing for POSIX, and Whereas conformance testing is relevant to many JTC1 sponsored activities, Therefore SC22/WG15 instructs its convener to circulate WG15 N347 to SGFS, SC6, SC18, SC21, SC22, SC24 and SC26 for review and comment, and assigns coordination of responses to this circulation to the RGCT. RESOLUTION 93-238 Appointment of RGCT Lead Rapporteur SC22/WG15 appoints Mr. Gerry Powell as lead rapporteur for RGCT. RESOLUTION 93-239 Appointment of RGSEC Lead Rapporteur SC22/WG15 appoints Mr. Lionel Boiteau as lead rapporteur for RGSEC. RESOLUTION 93-240 Appreciation of Mr. Roger Martin SC22/WG15 thanks Mr. Roger Martin for his distinguished service as lead rapporteur for RGCT and for the many contributions he has made to the advancement of POSIX conformance testing standards. RESOLUTION 93-241 Appreciation of Project Editor SC22/WG15 thanks its Project Editor, Mr. Hal Jespersen, for hosting the CD Ballot Resolution meeting for 9945-1 Amendment 1. RESOLUTION 93-242 Delegate Notification SC22/WG15 requests member bodies to provide the names of delegates who will attend each SC22/WG15 meeting and any Rapporteur group meetings, in writing to the convener of the meeting in accordance to the JTC1 Directives. RESOLUTION 93-243 Appreciation of Mr. Rabin SC22/WG15 thanks Mr. Paul Rabin for the presentation he gave on the status of the LIS activities within the IEEE PASC and the various options available to continue this work. RESOLUTION 93-244 NP for LIS Guidelines Whereas the general question on Language Independence is clearly the focus of SC22/WG11, and Whereas WG11 has drafted an NP for a Type 3 Technical Report on Guidelines for the Preparation of Language Independent Service Specifications; Therefore WG15 encourages WG11 to proceed with the NP for a Type 3 Technical Report on Guidelines for the Preparation of Language Independent Service Specifications, taking into account the requirements and objectives for specification methods listed in Resolution 93-233. (This Resolution supercedes WG15 Resolution 92-197.) RESOLUTION 93-245 Appreciations SC22/WG15 thanks IBM Deutschland GmbH and DIN for hosting this meeting and especially Ms. Jacqueline Young and Mr. Ron Elliott for arranging this meeting.
