X-Charset: ASCII X-Char-Esc: 29 Dear Friends, My respond to Jim's e-mail/ballot and/or NZ comments is as follows, and I'm responding in my capability of the Danish rapporteur on Conformance Testing issues, as well as a observer/expert appointed by the Commission of the European Communities - who is sponsoring, for the time being, the 5th program in CTS (Conformance Testing Services) areas of IT & T, and the CEC with the CTS programmes have a "S" liaison with ISO/IEC and fun- ding a lot of work within European standardization bodies CEN/CENELEC and ETSI. I fully agree with Keith Hopper that global/international harmonization should be an ultimative goal for the standardization efforts in the area of conformance testing, but... And there is a but. What we are trying to do is NOT to intervene in the vendors policies of developing a products (this is a general aim of the whole of standatdization process), but trying to rich a consensus on the specification of the test's, eg. specification of a test suites, metodo- logies, etc., and NOT a particular implementations eg. VSX, IBM/CTS, or even FIPS'. It's why, in my opinion, the NZ comments are partially out of scope. By the way the accreditation authority in UK is NAMAS. We - the CEC - have helped to establish a common European accreditation/recognition agreement in the area of POSIX, this agreement is called POSAT, and functiones as a part of ECITC (the European Committee for IT Certification), under EOTC (the European Open Testing Consortium). Since in Europe, due to the Council Decision 87/95/EEC, all public procurers throught the CEC and EFTA (European Free Trade Association, counting countries like Sweden, Norway, Finland, Austria, Switzerland and Iceland), are obliged to make the propper refe- rences to the European/international (yes, European standards whenever they exists, have higher priority than international) standards in their procu- rements. Fortunatelly all the European members of the POSAT recognition agreement are members of the WG15 Rapporteur Group, so we hope that the right harmonization in this area can be acchieved. Establishment of test/certification services for Europe to the 9945-1:1990 was a part of the CEC co-founded project in CTS-2, and 9945-2:1993 (?) will be a part of forthcomming CTS-5 project. So, there are some experts, around the world, who are working on those issues and we have very good co-operation between the different parts of world; Europe, North America and Far East.
