Countries returning ballots are: UK, New Zeland, Canada (all from Head of Delegations); and we also have one ballot from Denmark. Countries I have not heard from are: U.S., France, Germany, Japan, Netherlands, and Austrailia (We can't expect a return from Austrailia on this one, they are brand new to the discussion & WG15 participation.) With one more country approving, I would record this as "approved", add the request that national bodies actively seek liaison in this matter with their conformance testing authorities (based on the concern raised from New Zealand) and forward it to SC22 with "majority" approval. However, I don't have the 5th approving vote, and that would be most useful. --- Please bring that position to Heidelberg at least; and I may be able to "close this" before the meeting starts. When testing conformance to that standard there is need to ensure traceability, rigour, provability, etc -- a field in which very few people in the world are expert. In approving this work item we STRONGLY recommend the addition of liaison with such organisations as NIST in US, NPL(DITC) in UK, TELARC in NZ, etc who -are- the sources of accreditation of test laboratories and therefore are best placed to offer guidance in the preparation of test method documentation. We would NOT be happy if this liaison which we see as ESSENTIAL is not added to the NP -- and used heavily in practice! ============================================================================
