	These two documents were mailed out at the end of December
to WG15 for review and comment.  I have gotten no specific comments
as of the March 1st target.  It would probably be useful to have at
least feedback such as
	-- looks OK, or
	-- not enough time to review it, or
	-- we are concerned that ....
